The country has seenand felt the presence of the presidential aspirants in all possible ways, fromtelevision advertisement to public debates. However, Amnesty Internationalnoticed that all of the presidential bets’ platforms of action lack one thing –a clear human rights agenda with timelines, once they get elected to thehighest position in the country. “AmnestyInternational Philippines is waiting for clearly defined human rights agenda withspecific timetable coming from all the presidential candidates. Some of themmight be speaking along the lines of human rights but we want to see concrete plans for the promotion andprotection of human rights. Withoutspecific public commitments on human rights, without specific timetables, theFilipino people might have nothing after the first 100 days, after one year oreven after six years of the new president in office! We might only end up with big promises withoutreal changes especially for the peoples living in poverty,” said Dr. AuroraParong, Section Director of Amnesty International Philippines. AmnestyInternational Philippines staged a mock miting de avance at the Plaze Mirandato present their recommended human rights agenda for the next president.Amnesty International challenged all the presidential aspirants not only tohave a clear human rights agenda but to make their specific commitments public. “Almost amonth has passed since the presidential candidatesstarted campaigning.. At this point inthe campaign, we expect that they include in their speeches clear practical targetsthat are measureable and realizeable toaddress human rights violations,” addedParong. AmnestyInternational recommended that the president-elect during the first 100-days inoffice should issue an executive orderthat clearly states the new administration’s commitment to stop the practice of extrajudicial executions, unlawful arrests,secret detention, enforced disappearances, torture and other ill-treatment, andto stop the use of counterinsurgency andcounterterrorism to justify human rights violations. “The president-elect must first establishcontrol and accountability over the military, police and other state-sponsoredforces, and ensure witness protection. The president elect must also make humanrights a priority integrated in the Medium Term Development Plan of thegovernment and must be embraced by all government bodies,” explained Parong. Amnesty International’s Five Point Human Rights Agenda forthe May 2010 elections also included ratifying key treaties on human rights andinternational humanitarian law and ensuring the safe and voluntary return ofthe displaced, and embed human rights protection in the peace process. “To ensure the protection and promotion of the rights ofpeoples living in poverty, it is also most important to immediately sign theOptional Protocol of the International Convention on Economic, Social andCultural Rights to facilitate the process of ratification within the newadministration’s term and integrate binding obligations to respect, protect andfulfill human rights into the Medium Term Development Plan. This will be onestep closer to bring back the dignity of people living in poverty. Alleviationof poverty is not only the obligation of one person but a good leader of thePhilippine government will make a great difference. PRESIDENTIABLES WALAPA DING MALINAW NA HUMAN RIGHTS AGENDA AYON SA AMNESTY Nagsimula ang panahon ng kampanya noon pang ika-9 ngPrebrero at sa iba’t ibang sulok ng Pilipinas, mararamdaman ang mgakumakandidato bilang pagkapangulo mula patalastas sa telebisyon hanggang sa mgadebate. Ngunit ayon sa grupong AmnestyInternational, walang ‘human rights agenda’ sa knailang mga plataporma sakalingsila ay mahalal. “Hindi malinaw kung nasaan ang karapatang pangtao sa mgaplataporma ng mga kanditato sa pagkapangulo. Kung meron man ay hindi ito isa sa mga proyoridad ng sinuman sa kanila.Nakikita ng Amnesty International Philippines na magiging problema ito sakalaunan lalo na pagkatapos ng halalan,” ayon kay Dr. Aurora Parong, SectionDirector ng Amnesty Internatinal sa Pilipinas. Nanawagan ang grupo sa pamamagitan ng isang mock miting deavance sa Plaza Miranda. Dito ay naghain sila ng limang rekomendasyon nadapat lamanin ng human rights agenda ng mga kanditato. Hinamon din ng grupo angmga kalahok na tumatakbo sa pagkapangulo na hindi lamang linawin kundiisapubliko rin ang ang kanilang human rights agenda. “Dumaan na ang halos isang buwan mula ng mangampanya ang mgakanditato. Sa pagkakataong ito,nararapat lamang na kasama na sa kanilang mga talumpati ang malinaw naplataporma upang malutas ang karahasan at paglabag sa karapatang pantao,” dagdagni Parong. Hiningi ng Amnesty International para sa unang isang-daangaraw ng pagkakaluklok ng sinumang mananalo sa pagkapangulo ang tuluyang pagwakassa mga extra-judicial executions,di-makatarungang pagdakip, sapilitang pagkawala, tortyur at iba pangpagmamalupit at di makataong pagpaparusa. “Matatapos lamang ang mga paglabag sa karapatang pantao kungsisiguruhin ang isang epektibong pamamahala at pagtitiyak sa pananagutan ng mgamay sala lalo na kung ito ay mga militar, pulis at mga armadong grupo na hawakng pamahalaan. Kailangan bigyang prayoridad ang pagpasok ng karapatang pantaosa loob ng pamamalakad ng lahat ng sangay ng pamahalaan.” Paliwanag ni Parong. Nakasaad din sa Five Point Human Rights Agenda ng AmnestyInternational para sa Mayo 2010 halalan ang kaligtasan ng mga sapilitanglumikas dahil sa armadong kaguluhan at labanan at ang pagsusulong ng usapingpangkapayapaan. Bilang pagtatapos, pinaalala din ng grupo ang kahalagahan ngpagratipika ng mga internasyunal na kasunduan kagaya ng International CriminalCourt upang lalo pang mapagibayuhan ang pangangalaga sa karapatan laban sa karumaldumalna paglabag sa mga karapatang pantao. “Mahalaga lalong mapaigting ang pagtataguyod sa karapatangpang-ekonomiya, pang-lipunan at pangkultura sa pamamagitan ng paglagda sa OptionalProtocol of theInternational Convention on Economic, Social and Cultural Rights.Naniniwala kami na ang pagtataguyod ng obligasyon ng pamahalaan na maabot anglayunin ng Medium Term Development Plan ang makasasagot sa kahirapan at angpanunumbalik ng dignidad ng mga taong nabubuhay sa kahirapan. Hindi lamangiisang tao ang gagawa nito ngunit kailangan ng pangunguna ng isang Pangulo namay pakialam sa karapatang pantao ng kanyang mga mamayan. Kaya’t isulong angkarapatang pantao, simulan sa tamang pagboto,” pagtatapos ni Parong.
